Can an individual purchase surplus items directly from the City?: No. It is our policy that all surplus items must go through the City surplus auction.

1. What are the procurement bidding levels?: Each department has the authority to purchase goods and services up to $3,000. Informal bidding starts at $3,000.01 through $50,000.00. Purchasing will attempt to obtain 3 written bids, quotes or proposals. Purchasing must attempt to contact 2 qualified historically underutilized businesses (HUB’s) located in Bowie County. Formal bidding procedures must be followed for all procurement over $50,000.00.

3. When is the City surplus auction?: Traditionally the surplus auction is held in October or November each year. Impound vehicles are not included in this auction. Those vehicles are handled through the Texarkana Texas Police Department.
